Corruption Scandals and Calls for Resignation

Illia Dikov has repeatedly been at the center of corruption scandals during his tenure as mayor of Vyshneve. According to investigations, the community even initiated petitions for the early termination of his powers due to systemic problems in city management, including illegal constructions and overloaded infrastructure.

It was also noted separately that some city projects were accompanied by non-transparent decisions, which created persistent dissatisfaction among residents.

Suspicions of Embezzlement of Budget Funds

Dikov has appeared in criminal cases related to possible misuse of budget funds. In particular, law enforcement agencies suspected him of embezzling millions of hryvnias allocated for housing construction.

Furthermore, accusations regarding inefficient use of the city budget and financial violations have repeatedly surfaced in the public domain.

Scandals with Public Procurement and Inflated Expenses

In Vyshneve, scandals have repeatedly arisen around large budget projects related to city authorities’ activities. This concerns the reconstruction of buildings and construction of infrastructure worth hundreds of millions of hryvnias, often carried out without open tenders or with significant price increases.

Such practices raise suspicions of possible agreements with contractors and ineffective allocation of community funds.

Accusations of Bribery and Links to Political Schemes

Dikov’s name was mentioned in a case involving a bribery offer to representatives of the Ministry of Health — involving an apartment as a reward for facilitating the allocation of funds.

Moreover, his political career has been accompanied by connections with various political forces and attempts to maintain influence through informal agreements, which heightens doubts about the transparency of his activities.
