The Ministry of Culture defined rules for holding cultural events during the yellow threat level

The Ministry of Culture of Ukraine published rules for organizers of mass cultural and entertainment events that will be held when a yellow threat level is declared. This was reported on the ministry’s website.

“We are creating clear rules that will help cultural life continue while taking the security situation into account. The basis of these recommendations is the life and health of people. Organizers must prepare a clear action plan in advance, ensure access to shelters, and promptly inform visitors about the threat level. At the same time, people must receive all necessary information to independently decide whether to remain at the event,” said Deputy Prime Minister for Humanitarian Policy of Ukraine — Minister of Culture Tetiana Berezhna.

Berezhna added that this format allows for rapid adaptation to changes in the security situation and ensures the responsible conduct of cultural events.

Yellow threat level

The introduction of the yellow threat level does not automatically mean the cancellation or postponement of a cultural event. The organizer may hold or continue the event if the necessary safety requirements are met: access to a shelter for visitors, staff, and participants is ensured. At the same time, the primary priority remains the life and health of people.

Organizers must prepare an action plan in advance, identify shelters and routes to them, check their capacity, and designate persons responsible for monitoring the situation. The number of visitors should be calculated so that, in case of danger, there is enough room in the shelter also for employees and event participants.

Before the event starts, people should be informed about the location of the shelter, the route to it, and the procedure to follow if the threat level changes. This information can be posted on websites, social networks, messengers, tickets, information stands, screens, and via QR codes.

Under the yellow threat level, an event may start or continue if the available shelter has sufficient capacity and everyone present knows how to get there. A visitor also has the right to leave the event independently and go to the shelter, and the organizer must assist with relocation if necessary.

Red threat level

If the red threat level is declared before the start of an event, its holding is not permitted. If the threat level changes during an event, the organizer must stop it, inform those present of the need to go to the shelter, and organize the safe movement of people.

Requirements for concerts, festivals, exhibitions, fairs, and other events on open grounds

Organizers must check the capacity of shelters, the distance to them, and the possibility of quickly moving all people without creating dangerous crowding. If it is not possible to ensure rapid access to a shelter for everyone present, holding such an event at the yellow threat level is not recommended.

The recommendations also outline procedures for postponing, canceling, or resuming an event, including issues related to the use of purchased tickets. When making decisions, organizers are advised to assess the security situation, the length of the break, curfew, transport operation, and the possibility of visitors safely returning home.

At the same time, these recommendations do not replace the requirements of civil protection legislation. Decisions of the military command, military administrations, state bodies, and local self-government bodies made in view of the situation in a particular region also remain mandatory.
