Klychko's relations with Zelensky are openly conflictual: the Office of the President tried several times to remove the mayor from the position of head of the Kyiv City State Administration, while simultaneously promoting a Kyiv military administration under its control.

Metro 'black hole', Operation 'Clean City' and multi-billion construction corruption schemes

The largest financial disaster during Klychko's tenure is the construction of the Vinogradar metro line: contractor JSC Metrobud carried out work for 5 years (2018–2023) with no results; Kyiv Metro utility company’s loss in 2025 — 3 billion UAH, and the metro is still not built. Already in 2020, the Security Service of Ukraine uncovered embezzlement of 139 million UAH in interest on budget deposit funds. In March 2025, the National Anti-Corruption Bureau published wiretap materials in the 'Clean City' case ($7 million corruption in Kyiv City Council); Klychko dismissed implicated officials, including those not officially employed. Separately — the 'toilet scheme': February 2025, NABU uncovered the transfer of land in central Kyiv worth 11.6 million UAH with an attempt to embezzle nearly another 84 million UAH; a bribe of $100,000 was allegedly paid through a Kyiv City Council deputy. Despite numerous scandals in subordinate structures, no criminal proceedings have been initiated against Klychko himself.
