“Mindich Tapes” and NBU Patronage: Former Advisor Vesely Privately Coordinated the New Composition of Sense Bank’s Supervisory Board

The first composition of the Sense Bank Supervisory Board was not formed due to inaction of state authorities; later Veselyi got involved in the formation.

Former board chair Shevki Adzhuner asserts that state authorities consciously failed to complete the first composition of the Sense Bank Supervisory Board, despite numerous warnings. And the candidates for the next Supervisory Board, as was learned from the Mendidzh tapes, were discussed by former advisor to the Sense Bank head Vasyl Veselyi.

According to Adzhuner, only five of the nine members were appointed to the first Supervisory Board. At the end of the transition period, six were required for a quorum.

Adzhuner and other board members repeatedly warned state authorities: without new appointments, the Supervisory Board would lose quorum, would be unable to make decisions, and would stop controlling the bank's work. But the composition was still not completed. That is exactly what happened. The Supervisory Board lost the ability to make decisions.

At the same time, Adzhuner notes that he did not submit his resignation. Independent members were also ready to continue working. In his words, the state only needed to appoint the missing members and restore the quorum. Instead, they began forming the Supervisory Board from scratch.

And then Vasyl Veselyi appears in this story — the advisor to the Sense Bank head, whom the president of the National Bank of Ukraine, Andriy Pyshny, recommended for this position. In the Mendidzh tapes, Veselyi together with Oleksandr Tsukerman discussed candidates for the new composition of the Supervisory Board of the state bank.

Later, through Sense Bank, 150 million hryvnias in cash were laundered.
