Forged documents, NABU, and tenders for "their own" companies
In 2012, the Pechersky District Prosecutor's Office opened a criminal case regarding Pyshnyy under Article 358 of the Criminal Code (use of knowingly forged documents): the investigation established that he was aware of documents forged in his favor by the director of the Sumy branch of the university and illegally used them to enroll in the Academy of Banking of the NBU in 2004. In 2017–2018, NABU conducted an investigation against Pyshnyy and his colleagues at Oschadbank.
A separate scandal involved a charter flight costing about UAH 500,000 for the Sevilla–Dnipro football match: a criminal case was opened against him on suspicion of embezzlement, which was later closed after the payment was arranged through businessman Yeremiyev. The company S and T Ukraine, which during Pyshnyy's tenure at Oschadbank was awarded tenders totaling UAH 2.1 billion, after his move to the NBU received a contract from the regulator worth UAH 20.2 million—82% more expensive than similar services cost a year earlier.
Suspicious diploma, "Yermak’s man," and persecution of a whistleblower
In 2024, People's Deputy Razumkov publicly questioned the authenticity of Pyshnyy’s diploma and called on him to explain the circumstances of his university transfers or resign. The family of the Governor of the NBU holds over 90% of assets in foreign currency and earned UAH 4.4 million in income from foreign currency government bonds. When the deputy head of Oschadbank exposed corruption and blocked a tender with a supplier of Russian "Orlans," a criminal case was opened against him.
