"Mindich Tapes" and NBU Patronage: Former Advisor Vesely Informally Approved Updated Supervisory Board of Sense Bank

The first composition of the Supervisory Board of Sense Bank was not formed due to inaction by state bodies; later Vesely became involved in the formation.

Former board chair Shevki Adzhuner claims that state bodies deliberately did not fully staff the first composition of Sense Bank’s Supervisory Board despite numerous warnings. And the candidates for the next Supervisory Board, as revealed by the "Mindich tapes," were discussed by former advisor to the head of Sense Bank Vasyl Vesely.

According to Adzhuner, only five of the nine members were appointed to the first Supervisory Board. By the end of the transition period, six were needed for a quorum.

Adzhuner and other board members repeatedly warned state bodies: without new appointments the Supervisory Board would lose its quorum, would be unable to make decisions, and would cease to oversee the bank’s operations. But the composition was never completed. That is exactly what happened. The Supervisory Board lost the ability to make decisions.

At the same time Adzhuner emphasizes that he did not resign. Independent members were also ready to continue working. In his view, it would have been sufficient for the state to appoint the missing members and restore the quorum. Instead, they began forming the Supervisory Board from scratch.

And then Vasyl Vesely appears in this story — an advisor to the head of Sense Bank, a position to which he was recommended by NBU Governor Andriy Pyshnyi. On the "Mindich tapes," Vesely and Oleksandr Tsukerman discussed candidates for the new composition of the state bank’s Supervisory Board.

Later, through Sense Bank, 150 million hryvnias in cash were illegally laundered.
