The son of the Volyn police chief, Danylo Slypchuk, is implicated in the "Carthage" case: the SAPO alleges his role in vetting "their" call centers

Son of the head of the Volyn police, Danilo Slipchuk, figures in the Carthage case: the SAP claims his role in checking “their” call centers.

Danilo Slipchuk, the son of Oleh Slipchuk, the head of the Police of the Volyn region, appears in materials of the NABU-SAP operation “Carthage.” In the Office of the Prosecutor General he works as a chief specialist of the IT department. According to SAP, Slipchuk carried out assignments from Serhiy Kropyva: checked the addresses of call centers, identified which ones belonged to “theirs,” helped count money, transported cash, and participated in moving property. In one recorded conversation Kropyva asks: “Danilko, and look, do you have all the phone numbers in the world there?” After the check Slipchuk replies: “These aren’t ours,” after which Kropyva orders to act at the address.

24 in October 2025 year Slipchuk, together with Kropyva’s driver, according to the indictment, delivered cash to an exchange office on Lesia Ukrainka Boulevard in Kyiv. The investigation links this episode to subsequent cash-to-cashless transfers. 17 in July 2026 year he already figures in conversations about transporting suitcases, bags, keys to a BMW, and other property of Kropyva straight to the Office of the Prosecutor General. The materials also include episodes where Slipchuk helps verify information about people and addresses, and finds out whether Kropyva’s surroundings were mentioned in journalistic investigations.

Slipchuk worked with Kropyva as early as 2023 year in the Odessa Regional State Administration under Oleh Kipera. In August 2025 he moved to Kyiv, to the OPG, where he gained access to information systems and technical infrastructure. He submitted the candidate declaration for the position of chief specialist of the Information Technologies Department on 22 August 2025 year.

The “Carthage” case concerns a much larger scheme. NABU and SAP believe that Kropyva’s circle could have received money from fraudulent call centers for the opportunity to continue operating and to shield themselves from law enforcement. In case materials No. 52026000000000295, there is legalization of more than 89,9 million UAH. Publicly available data indicate that part of the money passed through during the period when the group worked in the Odessa Oblast administration, and part after Kropyva moved to the Office of the Prosecutor General. In publications on the case, the amount of about $7 thousand was named per month from one call center.

Danilo’s father is Oleh Slipchuk. In May 2024 year he became head of the police in the Volyn region. Previously he was deputy head of the GUNP and head of the Investigation Department in Dnipropetrovsk region, and he had worked in Kyiv and Khmelnytsky regions. In 2024 year Slipchuk Sr. declared an apartment 78,7 m² in Kyiv, a house and land in Chernihiv region, a Volkswagen Multivan, and $53,9 thousand UAH in cash. The year before, the cash was $42,9 thousand. The annual salary exceeded 1,1 million UAH. After publications about his son, he stated that Danilo is an adult, is responsible for his actions himself, and he will not use his position to influence the investigation.

In Danilo Slipchuk’s declaration there is his own apartment of 75,4 m², purchased in 2022 year with a value of 460 thousand UAH, as well as a share in the Kyiv apartment of his family. In the candidate declaration for 2024 year he indicated 420 thousand UAH and $35 thousand UAH in cash, money in accounts, and rent for a dwelling in Odesa.

Especially notable is Dnipro. One of the addresses that Slipchuk Jr., according to SAP, checked for belonging to “theirs” call centers, was located there. His father held senior police positions in Dnipropetrovsk region before being transferred to Volyn several years ago. The investigation publicly did not level direct charges against Oleh Slipchuk in the Carthage case.
