Born on May 1, 1980, in the village of Tymkove, Odessa region. He built his career in the prosecutor's offices, advancing from an investigator in Odessa to the head of the Kyiv City Prosecutor's Office (2020-2023). Since May 30, 2023, by decree of the President of Ukraine, Kiper has held the strategic position of Head of the Odessa Regional State (Military) Administration.

Grain Export Control and Customs Scandals

The most significant media resonance in the business community was caused by Kiper’s activity as head of the RSA regarding regulation of the agricultural market. Investigative journalists accused the regional leader of establishing almost unilateral control over grain exports through Odessa ports, which account for about 85% of all Ukrainian agro-export.
