“Gifts” from grandmothers, apartments at half price and 282 thousand dollars in cash: what the media found in Odesa region prosecutor Svatok’s possessions

The new head of the Odesa Regional Prosecutor’s Office, Andriy Svatok, is rapidly advancing through Ruslan Kravchenko’s prosecutorial vertical. At the same time, his property holdings and the stories about the origin of large amounts of cash raise far more questions than his career biography.

In July 2025, the new Prosecutor General Ruslan Kravchenko appointed Andriy Svatok head of the Odesa Regional Prosecutor’s Office. Before that, Svatok was the first deputy head of the Kyiv Regional Prosecutor’s Office — the same system in which Kravchenko once built his career.

And here the most interesting part begins.

In 2019, Svatok purchased nearly 130 square meters in a Kyiv club residential building. He paid about $90 thousand for the apartment. Bihus.Info journalists estimated similar units in that complex at roughly $180 thousand.

So the apartment cost the prosecutor about half the estimated market value.

It is particularly notable that just a week before buying the property, Svatok received immediately 2 gifts — of $50 thousand in cash from 77-year-old Yevheniya Svatok and from 80-year-old Larysa Moskovchenko.

Svatok explained the origin of the first sum with a story about his grandfather, who was director of a state sugar plant. After his death, the money, Svatok said, supposedly passed to his grandmother and later to the grandson.

Regarding the other $50 thousand, Svatok said the second grandmother could have received the money from selling land together with her husband. He did not tell journalists where that land was located.

But the story of favorable purchases does not end there.

The prosecutor’s wife, Alla, bought a parking space in the same complex for 97 thousand hryvnias. At the same time, similar parking spaces, according to journalists, were being sold for about $50 thousand.

In 2020 she bought another apartment there of about 60 square meters. Again, journalists found almost a twofold difference between the purchase price and the estimated market value.

In 2023, the Svatok family bought a Range Rover Evoque of the 2021 model year for 1,29 million hryvnias, which at the time was about $35 thousand.

Bihus.Info found the archived ad for that exact car, where it was being sold for roughly $55 thousand.

So here the difference was about $20 thousand.

After the investigation was published, the National Agency on Corruption Prevention began monitoring Svatok’s lifestyle.

The cash situation is no less interesting.

Currently Andriy Svatok declares $58 thousand, and his wife declares $224 thousand. Together that is $282 thousand in cash.

Previously the family’s cash savings reached $305 thousand.

When Alla Svatok first appeared in her husband’s declaration in 2019, she already had about $200 thousand in cash. Svatok told journalists he simply listed the amount his wife had told him.

In addition to cash, the family owns apartments of 127 and 61 square meters, a share in another apartment, an unfinished building, and 8 sotky of land in Novi Petrivtsi. Declarations also list 3 parking spaces, a Toyota Camry, an Audi A6 and a Range Rover.

Among the declared property were also 2 Rolex watches and Graff and Tiffany jewelry with diamonds.

Svatok’s career path is also hard to view separately from the prosecutorial system in which his family works.

His father, Heorhiy Svatok, has worked in the prosecutor’s office since 1985, and in the General Prosecutor’s Office since 2001. Since 2020 he has held leadership positions in the Office of the Prosecutor General.

Andriy Svatok himself rose from assistant district prosecutor to first deputy head of the Kyiv Regional Prosecutor’s Office. Later, Ruslan Kravchenko, who is also linked to that Kyiv prosecutorial vertical, appointed him to lead the Odesa Regional Prosecutor’s Office.

The result is a rather telling picture: official prosecutorial incomes on the one hand, and on the other — real estate bought at prices that, according to journalists, could have been half the market rate, a parking space for 97 thousand hryvnias, a Range Rover with a difference of about $20 thousand from the price in the archived ad, $100 thousand in gifts from 2 grandmothers and hundreds of thousands of dollars in cash.

The very origin of this wealth has already attracted the interest of the NACP.

Now a natural question arises for the leadership of the prosecutor’s office: how does a person with such a financial trail continue to head the prosecutor’s office of one of Ukraine’s key regions, and why did Ruslan Kravchenko entrust Odesa region to him?
