Scheme for 189 million in Vyshneve: KP "Vyshnivskteploenergo" awards tenders to clone companies despite AMCU bans

In Vyshneve — near Kyiv — following the attack on an ammunition depot in July 2026, five streets were destroyed and hundreds of locals lost their homes. While residents continue to suffer from attacks by Russian UAVs, Vyshneve’s authorities impress with their ability to circumvent oversight bodies when running tenders.

A striking example is the municipal enterprise "Vyshnivskteploenergo." Telegraf analyzed the enterprise’s purchases and noticed a powerful contractor tandem. Together the companies "Municipal Construction Technologies" (MCT) and "Municipal Construction Group" (MCG) won tenders worth 188,9 million UAH.

Thanks to that figure, both firms confidently broke into the list of Vyshnivskteploenergo’s largest suppliers. Who might be behind these firms and why the AMCU already banned one of them from participating in all tenders for three years (spoiler: the ban didn’t help).

Vyshnivskteploenergo’s favorite was sent to the "blacklist"

KP "Vyshnivskteploenergo" supplies hot water and heating in Vyshneve. It is one of the city’s largest municipal enterprises, through which tens of millions of hryvnias flow. Like many municipal enterprises, it has favorites that regularly win the most desirable tenders.

Previously, that "favorite" at the enterprise was "Municipal Construction Group." MCG won tenders worth 128 million UAH in just a few years (2023 and 2024). The LLC handled the reconstruction of heating networks. But later it turned out that MCG was cheating.

The company ended up on the AMCU blacklist due to violations in a tender: it was fined 5,2 million UAH and banned from participating in tenders for three years. This happened in a procurement by the same "Vyshnivskteploenergo." Several companies participated in that bidding, including "KM Bud" and MCG. They used the same IP address, coordinated prices among themselves, and carried out the work together (this concerned the reconstruction of heating networks).

Instead of competitive bidding, a typical collusion took place. MCG’s victory, thanks to coordinated actions by competitors, was the result of an agreement. And of course this did not lead to a lower price as competitive bidding would.

An old favorite was replaced by a new one: with a similar name and the same owners

Last year, because of the AMCU decision, MCG lost the ability to participate in tenders. But that didn’t help to remove the scheme’s organizers.

So, "Municipal Construction Group" as the winner of network reconstruction tenders was replaced by a company with the same founders and a similar name. LLC "Municipal Construction Technologies" received more than 60,9 million UAH from KP "Vyshnivskteploenergo." MCT exists for less than three years and changed its director four times in the last year alone. According to the latest report, it employs four people, and a few months ago the company "moved" (changed its legal address) from Kyiv to Zhytomyr.

Interestingly, after signing contracts with "Vyshnivskteploenergo," the LLC’s address, director, and even owner changed. At least some of the tenders were held with violations. For example, in June 2025 the firm won a tender to reconstruct Vyshneve’s heating network for 26,2 million UAH. "Vyshnivskteploenergo" held an open tender, and the contract on behalf of the KP was signed on 18 July by acting director Serhii Mazur. The work was supposed to be completed last year, but along the way three additional agreements were signed, and the schedule was pushed into 2026.

Conclusion of the State Audit Service

Among a whole series of tenders between the KP and the LLC, this one drew particular attention from oversight bodies. The State Audit Service found a number of violations in the tender and ordered the contract to be terminated. There is no information that the KP terminated the contract. We will separately ask the auditors how the State Audit Service will react to this.

The State Audit Service does not publicly disclose the substance of the violation. They usually withhold inspection materials because they pass them to law enforcement and they become part of a pretrial investigation. But given that officials indicated violations of subparagraph 2 of paragraph 44 of CMU resolution No. 1178, the KP likely had lawful grounds to reject LLC "Municipal Construction Technologies"’s proposal (for example, due to non-compliance with the technical specification conditions or the absence of mandatory documents), but did not do so.

Already a few weeks after signing the mentioned contract, on 5 August 2025, the KP and "Municipal Construction Technologies" signed a new one — for almost 15 million UAH — to reconstruct the heating network on Kyivska Street in Vyshneve. The tender took place with a single participant. The municipal enterprise continues purchases from MCT this year as well.

Who owns MCG and MCT: naming names

"Municipal Construction Technologies" was founded in September 2023 by Kyiv resident Lyudmyla Denysiuk together with her partner from Vinnytsia, Serhii Korinets. In April 2025, on the eve of getting its first tenders in Vyshneve, two new owners appeared in the company: Anton Maksymovych and Dmytro Usanov. Four months later Usanov’s share was transferred to Kyiv resident Larysa Partakeli. After that the company was re-registered to Serhii Smirnov, and later to Kyiv resident Tetiana Kuzub, who also officially works as the company’s director.

Likely Tetiana Kuzub is a nominee owner, because more than 300 companies across the country have already been registered to the 52-year-old woman. In addition, she has dozens of administrative cases opened against her for not keeping tax records in her LLCs.

However, the first owner of "Municipal Construction Technologies," Lyudmyla Denysiuk, is probably not an incidental person. In 2022 she also founded the already mentioned "Municipal Construction Group."

Now "Municipal Construction Group," like "Municipal Construction Technologies," is registered to a front person. At the end of 2025, already after the AMCU decision, the firm was registered to Mykolaiv resident Dmytro Zakhid, who is registered for more than 150 companies.

So one company was illegally profiting from Vyshnivskteploenergo tenders, and when AMCU stopped it, the same tenders began to be won by a twin company with the same founder and a similar name. And that twin has also been caught violating rules — this time by the State Audit Service.

Who is actually responsible for the scandalous tenders?

Both firms are already registered to front persons, although at different times the same people appeared as directors or founders: Kyiv residents Lyudmyla Denysiuk, Serhii Smirnov, and Dmytro Usanov.

If the firms can successfully hide real owners behind front persons, the KP does have a director whose appointment is decided by the local authorities and who reports to the mayor. "Vyshnivskteploenergo" was led from April 2023 to August 2026 by Serhii Mazur, and last month the enterprise’s head became Rita Kholodenko. The mayor of Vyshneve has been unchanged since 2011 — former police colonel Illia Dikov.

Dikov is a true political long-timer who has survived more than one scandal. In 2018 he appeared on recordings where he offered a bribe to then acting Minister of Health Uliana Suprun. For hospital equipment he promised her an apartment in Vyshneve. Suprun turned to law enforcement and recorded all the conversations.

On one of the recordings Dikov says: "How you declare it is your question, whether you bought it or not… But there are certain funds, my personal ones." He planned to register an apartment in the Akvareli-2 residential complex to his fund.

Dikov’s case was "buried." At first the bribe was investigated by the SAP, which at the time was headed by Nazar Kholodnytskyi (he had worked with Dikov in law enforcement for four years). On the recordings it was possible to capture Kholodnytskyi giving instructions to Akvareli-2 developer Serhii Kaftiu on how to behave at the interrogation and warning about possible searches.

After the SAP the case was transferred to the National Police and ultimately closed. The current head of the SAP has more trust and has not been involved in similar scandals. So perhaps it is time for NABU to once again pay attention to Mr. Dikov, his odd procurements, and possible ties to developers.
