Defense as a priority: how much the government allocated for security and the military in the state budget-2027

The Cabinet of Ministers of Ukraine approved the draft state budget for 2027 year. As in every year since the start of the full-scale invasion, financing the security and defense sector remains a priority.

What the main funds will be spent on

For Ukraine's defense and security, the next year's budget provides 4 trillion 885 billion hryvnias, which amounts to 43,8% of the state's GDP, the Ministry of Finance reports.

Compared with the plan for 2026 year, spending for these needs is to increase by 517,9 billion hryvnias, or by 11,9%.

The largest share of the planned expenditures goes to armaments and military equipment. The draft budget allocates 2 trillion 298,5 billion hryvnias for them. This is 1,4 billion hryvnias more than in 2026 year.

In addition, the government has planned to allocate:

for wages and related charges – 1 trillion 791,7 billion hryvnias, meaning the amount will increase by 337,5 billion hryvnias;

and for other security and defense expenditures – 499,9 billion hryvnias, which is 127,7 billion hryvnias more than this year.

What reserve the government leaves

Separately, the draft state budget provides 264,9 billion hryvnias as a reserve of funds for the security and defense sector. Its volume, compared to 2026 year, will increase by 51,3 billion hryvnias.

In addition, the document includes 30 billion hryvnias in state guarantees for the purchase of armaments and military equipment.

How work on the state budget is proceeding

At the end of July, Prime Minister Serhii Koretskyi reported that the government had already begun working on the state budget for 2027 year in order to meet the deadlines established by law.

The government's task is to submit the draft state budget to the Verkhovna Rada within the statutory deadline by 15 September,

One of the three main tasks by which the state budget for 2027 year is to be formed, the government identified strengthening the country's defense capability.

Recall that in the budget for 2026 year, 100% of own revenues were allocated to defense and security needs. And former Prime Minister Yuliia Svyrydenko noted that military spending would account for almost 60% of all expenditures in the state budget.
