Defence as a Priority: How Much the Government Allocated for Security and the Army in the State Budget - 2027

The Cabinet of Ministers of Ukraine has approved the draft state budget for the 2027 year. As in all years since the start of the full-scale invasion, the priority remains funding for the security and defense sector.

What the main funds will be used for

For defense and security of Ukraine in the budget for the next year, 4 trillion 885 billion hryvnias have been allocated, which constitutes 43,8% of the state’s GDP, according to the Ministry of Finance.

Compared to the plan for 2026 year, expenditures for these needs are set to rise by 517,9 billion hryvnias, or by 11,9%.

The largest portion of the planned expenditures falls on armaments and military equipment. In the draft budget, 2 trillion 298,5 billion hryvnias are allocated for them. This is 1,4 billion hryvnias more than in 2026 year.

In addition, the government has planned to direct:

for wages and accruals – 1 trillion 791,7 billion hryvnias, meaning the amount will increase by 337,5 billion hryvnias;

and for other security and defense expenditures – 499,9 billion hryvnias, which is 127,7 billion hryvnias more than this year.

What reserve does the government leave

Separately, the draft state budget provides for 264,9 billion hryvnias of fund reserves for the security and defense sector. Its amount compared to 2026 year will increase by 51,3 billion hryvnias.

In addition, the document allocates 30 billion hryvnias in government guarantees for the purchase of weapons and military equipment.

How the state budget work is organized

At the end of July, Prime Minister Serhiy Kresetsky announced that the government had already begun work on the state budget for 2027 year in order to meet the legally established deadlines.

The government's task is to submit the draft state budget to the Verkhovna Rada within the legally prescribed period by 15 September,

– Kresetsky emphasized at the time.

One of the three main tasks by which the state budget for 2027 year should be formed is precisely strengthening the country’s defense capacity.

Recall that in the budget for the 2026 year, expenditures for defense and security were allocated 100% of own revenues. And former Prime Minister Yulia Sviridenko noted that army expenditures would amount to almost 60% of all state budget expenditures.
