Who are Vasyl Sandul and Yevhen Kulibaba and why are they mentioned alongside the Kravchenko case?

In the late afternoon, information appeared that could add new details to the story surrounding Prosecutor General Ruslan Kravchenko, whose resignation has become one of the main news items of the past days.

As reported earlier by Ukrayinska Pravda, 4 in September the NABU and SAP announced the start of Operation Carthage, aimed at breaking the “roof” of fraudulent call centers in law enforcement bodies, and large-scale searches took place not only among the subordinates of the prosecutor general but also against Kravchenko himself. After several days of conflicting statements, Kravchenko submitted a resignation from the post of Prosecutor General amid the NABU and SAP investigation, and the Verkhovna Rada agreed to his dismissal.

Against this backdrop, in some sources the names of Vasyl Sandul and Yevhen Kulibaba have surfaced — figures previously linked to a structure under the unofficial name “Black Audit.” According to the publication from-ua.org, both are former tax police officers from Lviv region, where they gained not only professional experience but also connections that allowed them to create “Black Audit” — an informal structure that serves the shadow economy.

It is important to emphasize: this publication notes that the material is built “on the statements of market participants” and “on the information available,” meaning it is a version rather than established facts or official charges. There is no evidence in open sources that Sandul and Kulibaba “sold out” a law enforcement officer to someone, that they interacted with BEE (the State Bureau of Investigation) or evaded presidential sanctions.

The situation around Kravchenko himself is developing rapidly: the names of the main candidates for the position of new prosecutor general have appeared, and the CEO of Ukrposhta stated that they would check the circumstances of sending the suspicion to Kravchenko.
