Need for $52,6 billion: how much funding Ukraine will need for 2027 year

Ukraine will need 2027 for the year 52,6 billion dollars of external assistance, and a significant portion of this amount remains uncovered for now.

This is reported by Delo citing the press service of the Ministry of Finance of Ukraine.

During an informal ECOFIN session in Dublin, the head of the ministry held bilateral meetings with the heads of finance ministries of key partner countries—Ireland, Sweden, the United Kingdom, France, and Denmark—as well as separate discussions with IMF Managing Director Kristalina Georgieva.

The main issue of the dialogue was attracting international aid to cover the state budget expenditures.

This year Ukraine has already attracted 31,3 billion dollars of external financing, of which 18 billion euros were provided by the European Union within the Ukraine Facility and Ukraine Support Loan programs.

Russian assets, losses from shelling, and reforms

The minister stressed that closing the financial gap cannot be done at the expense of citizens and businesses alone. Three things are needed:

Money from Russia: Marčenko urged creating a joint mechanism in the EU to channel immobilized assets of the Central Bank of the Russian Federation to help Ukraine and protect the European financial system from legal risks;

Economic losses: due to ongoing Russian strikes on ports and critical facilities, exports are falling — in July alone the country lost about 800 million dollars, and by the end of the year losses could reach 4,8 billion dollars;

Homework: the Verkhovna Rada has already approved in the first reading 7 packages of necessary laws (on parcel taxes, business bankruptcy, reform of the NRA, etc.), and the bill on taxation of digital platforms awaits the president's signature.

An additional source of deficit coverage could be expanding partner contributions to the World Bank's SPUR multipliers mechanism 2.0.

As a reminder, Ukraine’s budgetary situation remains the most challenging since 2022 year. According to Finance Minister Serhiy Marchenko, the state is facing liquidity problems amid rapid growth in external financing needs to cover wartime expenditures.
