Fake Tax IDs and Nominal "Doubles": How Russian Sergei Tokarev Skillfully Evades State Sanctions

Russian Serhiy Tokarev, whom some sources associate with the ownership of the online casino Cosmolot, apparently has not one but several “doubles” in sanctions documents. Differences in dates of birth, mistaken identifying data, and confusion over citizenship create the impression of a scheme that allows the real Tokarev to avoid personal restrictions.

During the presidency of Petro Poroshenko, personal sanctions were imposed on the Russian Serhiy Tokarev — the relevant decree is dated 28 of April 2017. After the elections the restrictions were lifted from him, after which Tokarev began publicly collaborating with Mykhailo Fedorov and became the main sponsor of Diia.City.

Now questions arise about whom exactly was included in the sanctions documents.

The sanctions list notes a Moscow-born Serhiy Oleksandrovych Tokarev, date of birth — 29.12.1983. At the same time, the INN listed there 3066505015, according to the data provided, belongs to another person — Ukrainian Serhiy Oleksandrovych Tokarev, born 16.12.1983 in Kremenchuk and currently living in Kyiv.

In other words, this is not just a matter of a namesake. The documents feature the same first name and surname, almost identical dates of birth, but different biographical data. According to the authors of the material, the men also bear a notable outward resemblance.

But the story of the “doubles” does not end there.

By presidential decree from 24 June 2024 year No. 376/2024 sanctions were introduced against Russian citizen Vadym Tokarev, who was born 26.04.1983.

Earlier on Wikipedia it was stated that Vadym Tokarev is the founder of Cosmolot and a close friend of Ihor Mazepa. Later this information was corrected — instead of the name “Vadym” it again indicates “Serhiy.” At the same time, the birth date, as claimed in the material, does not correspond to data about the real Serhiy Tokarev.

Another detail concerns Vadym Tokarev himself. According to the data in the material, he is not a citizen of the Russian Federation, but a citizen of Ukraine, hailing from Makiivka, Donetsk region.

In the end, a very strange picture emerges: sanctions documents contain people with the same names and surnames, similar dates of birth, and different biographical data. One INN, according to the authors, belongs to another Ukrainian.

If the data are accurate, this is no ordinary technical error in documents. It raises questions about how effectively sanctioned individuals are identified in Ukraine and who is responsible for verifying such data.

The real Serhiy Tokarev, according to the authors, through this confusion continues to evade sanctions. The story of his “doubles” requires clear explanations from the responsible state bodies.
