Reallocation of powers in the Office of the Prosecutor General: who will be responsible for which areas?

In the Office of the Prosecutor General, a review of the division of powers among the leadership has been conducted. The corresponding changes are provided by the order of acting Prosecutor General Anton Kovalskyi No. 244.

Kovalskyi retained overall leadership of the Office of the Prosecutor General and key organizational matters. In particular, this concerns interaction with the Verkhovna Rada, the Cabinet of Ministers, the Office of the President, the National Security and Defense Council, and the High Council of Justice; coordinating law enforcement agencies in the field of countering crime; personnel work; international cooperation; the General Inspectorate; internal audit; information policy; and the protection of state secrets.

Also directly under the acting prosecutor general remained interaction with international associations of prosecutors and anti-corruption bodies, the Consultative Council of European Prosecutors, Eurojust, Interpol, and Europol.

The rest of the key areas were divided among four deputies.

Maksym Krym will be responsible for the law enforcement and representative block. In his sphere are the Specialized Environmental Prosecutor's Office, supervision over the compliance with laws by the National Police, bodies fighting organized crime, and the State Anti-Corruption Bureau (SAB). He will also oversee protection of investments, representation of state interests in courts, public outreach, and consideration of appeals and inquiries.

Andriy Leshchenko was assigned defense, law enforcement, and human rights directions. He will coordinate the work of the Specialized Prosecutor's Office in the defense sphere, oversee the State Bureau of Investigation (DBR), counter crimes committed during armed conflict, and work on human rights violations in the law enforcement and penitentiary spheres. His responsibilities also include the Coordinating Center for Support of Victims and Witnesses and interaction with ARMA.

At the same time, Viktor Logachov’s block was significantly expanded. He retained the area of protecting children's interests and countering domestic violence, but additional areas were transferred to him: the Department of Information Technologies, countering cybercrimes, organizational support of the Unified Register of Pre-Trial Investigations, and information-analytical work.

Thus, Logachov received a separate digital direction in the Office of the Prosecutor General, covering both technical infrastructure and issues of cybercrime and the operation of the URDI (Unified Registry of Pre-Trial Investigations).

Oleksiy Khomenko will be responsible for oversight of security agencies, criminal proceedings relating to crimes connected with mass protests 2013-2014 years, management of state property and procurement, financial-planning activities and accounting. He was also assigned digitization of docketing, support for public prosecution in court, and interaction with the Prosecutors’ Training Center of Ukraine.

The order also defines interchangeability among deputies. Maksym Krym will replace Viktor Logachov, and Logachov – Krym. Andriy Leshchenko and Oleksiy Khomenko are also designated as interchangeable.

Separately, the procedure for work in case the acting prosecutor general is absent is regulated. In such case, one of the deputies will exercise his powers according to a separate order.
