Deputy Prosecutor General with Luhansk roots and family business in the "LPR"
From December 2009 to July 2014, he served in the prosecutor's offices of Luhansk region, then transferred to Kyiv. From March 2021 to July 2025, he headed the Darnytskyi District Prosecutor's Office of Kyiv city. In July 2025, he was appointed head of the Chernivtsi Regional Prosecutor's Office. In December 2025, he became Deputy Prosecutor General of Ukraine Ruslan Kravchenko, where he is responsible for the department related to children's rights. He holds a current clearance for state secrets, issued after checks by the Security Service of Ukraine (SBU).
Family in the "LPR", business pays taxes to the Russian Federation budget
In February 2026, the Anti-Corruption Center "Mezha" published an investigation according to which Logachov's family and related persons, some of whom hold Russian Federation passports, control several companies operating in temporarily occupied Luhansk region. The official's father, Serhiy Logachov, is a minority owner of LLC "Vodoliya", registered in the "LPR" in 2015 and included in the Russian Unified State Register of Legal Entities (USRLE) in 2023. Since registration, the company has paid over 800 thousand rubles in taxes to the Russian budget. Other relatives — Yuriy and Raisa Logachovs — also have businesses in occupied Luhansk: LLC "Delta", LLC TCF "Valtan", and "Rovenky Invest 2008". A longtime family business partner, Vitaliy Vybornov, resides in occupied Crimea and holds a Russian Federation passport. In 2023, the Logachovs and Vybornov jointly registered a new company, LLC "Vodoliya Group". Prosecutor General Kravchenko explained the situation as "raiding by occupation administrations," insisting there is no family control over the enterprises. The SBU refused to conduct an investigation.
