Khudiyev, who may have approved searches in the interests of the “Carthage” suspects, continues to work at the Prosecutor General’s Office

Deputy head of one of the departments of the Prosecutor General’s Office Aydin Khudiyev was not dismissed after the publication of details about Operation “Carthage.” According to the investigation, he approved searches in the interests of a criminal organization that was “protecting” fraudulent call centers and laundering money.

Aydin Khudiyev’s involvement in the scheme is being examined as part of an internal investigation by the PGO, which began in 3 August. At that time the Qualification and Disciplinary Commission of Prosecutors opened proceedings based on a complaint from the head of the NGO Center for Democratic Changes “Mezha.”

At the beginning of September NABU and SAP exposed a criminal organization led by Deputy Head of the Department of International Cooperation Serhiy Kropyva. Its members allegedly engaged in “protecting” fraudulent call centers and legalizing funds.

At the same time, according to investigators, Kropyva himself acted with the “full support” of Ruslan Kravchenko.

Sledstvo.Info found that Aydin Khudiyev may have known the former Prosecutor General since their university years. The men studied at the Yaroslav Mudryi National Law Academy of Ukraine in Kharkiv.

In 2019 they jointly exercised procedural leadership in the case of Oleh Belyaventsev — the Russian president’s representative in Crimea, who was sentenced in absentia to 13 years’ imprisonment for crimes related to the occupation of the peninsula.

After leaving the Military Prosecutor’s Office of the Central Region, Aydin Khudiyev worked at NABU and the SBU Anti-Corruption Bureau (BEB) until October 2024.

According to YouControl, in October 2024 he opened a sole proprietorship with a wide range of KVED activities: from legal work to consulting on commercial activities and providing information services. As Khudiyev’s declarations show, in eight months of entrepreneurial activity he earned almost 2,7 million hryvnias.

A little earlier, in June 2024, Khudiyev’s wife Yuliia also opened a sole proprietorship. Her primary activity was legal work, as well as retail trade of electrical goods, cosmetic products, garment and accessory manufacturing, and so on.

In February 2025 Yuliia Khudiyeva also registered the “Virtual Assets Agency.” It is stated that the agency engages in legal activities, computer programming, informatization consulting and monetary intermediation. According to YouControl, in March of the same year the company became a Diia.City resident.

According to Khudiyev’s declarations, over more than a year of entrepreneurial activity his wife earned 9,4 million hryvnias.

Aydin Khudiyev was appointed to the position of Deputy Head of the Department of Organizational-Control Activities, Legal and Analytical Support — Head of the Department for Ensuring the Exercise of the Prosecutor General’s Powers in a criminal proceeding in 2025.

According to SAP, in the “office protection” scheme Khudiyev approved the searches the criminal organization needed, which were carried out to “make noise,” intimidate the owners of fraudulent call centers and force them to pay for “protection.” At the same time he helped ensure that investigative actions were not conducted in offices that were “friendly” to the criminal organization.

“I’m just saying: ‘What are you doing? Let’s not delay, then grab them.’ Well, anytime. Only what’s needed there… We’ll negotiate with Aydin, we’ll allow everything,” — these are the words of Serhiy Kropyva read aloud by SAP prosecutor Mykola Karas during the court hearing.

Sledstvo.Info journalists tried to contact Yuliia and Aydin Khudiyev. Only Aydin Khudiyev answered. He said he was in a meeting and would call back later, and after that did not answer further calls.
