New Booking Rules: Businesses Should Prepare

The new order from the Ministry of Agrarian Policy and Food establishes stricter criteria for companies in the agricultural, forestry, and fishing sectors, as well as land management. Compliance with these conditions directly affects a business's right to reserve key workers from mobilization.

Main changes and criteria for agro-companies

Under the new rules, agricultural enterprises will have to document their compliance with specific indicators of land area or volume of product sales. In particular, the relevant ministry will consider the area of cultivated agricultural lands and perennial crops. If the land indicator falls short of the norm, an alternative may be a stable and sufficient volume of net revenue from sales.

Special attention will be paid to the type of economic activity (KVED):

The main type of activity will be checked as of 1 June 2026 year.

Any changes to registration data made after this date will not be taken into account for confirming the profile of activity.

For companies engaged in wholesale trade of agricultural machinery, an additional filter has been introduced — they will have to prove not only the overall turnover but also what share it constitutes in the total structure of net income.

What documents will be required to confirm status

The verification procedure will require careful preparation of a package of documents by accounting and HR departments. To pass the inspection, enterprises will submit:

Annual financial statements — to verify financial and income indicators.

Land and statistical data — to reconcile land areas (information will be taken from specialized registers or official statistics).

Tax calculation (PIT and Unified Social Contribution report) — together with confirmation of its successful acceptance by the controlling authority.

Any discrepancies in figures, missing certificates, or mismatches in reported data may lead to a denial of status as a critically important enterprise, which will immediately block the ability to authorize or extend reservation for employees.
