Former President of the Boxing Federation of Ukraine Shevchenko, Who Left the Country, Involved in Raiding

Kyrylo Shevchenko, who left for Montenegro, continues to illegally control land plots and the company LLC “B.M.K.-Building,” which he unlawfully seized in 2020 using forged documents.

“B.M.K.-Building” was originally created to implement the River Side project on the banks of the Desna River on the territory of Khotianivka village council, Vyshhorod district, with the involvement of foreign investors from Switzerland. Shevchenko made efforts to appropriate the investment. This was reported by former vice president of the Kyiv City Boxing Federation, vice president of the NGO “Integrum” and board member of the NGO “Protection and Assistance,” Volodymyr Mikulenko.

According to Mikulenko, in 2019 Shevchenko, together with Rostyslav Hrekul, created an organized criminal group that aimed to seize River Side, which at that time belonged to a group of investors from Switzerland and to Mikulenko V.O. himself.

A precursor to that takeover was another scheme that Shevchenko carried out together with foreign national Maor Hemmo. For several years they received funds into the bank accounts of the Cypriot company G.L.U. LIMITED from Swiss investors such as Marc Rich Real Estate and others, supposedly for financing, and appropriated them. In total, funds amounting to about 40 million dollars were embezzled.

In his activities Shevchenko often hides behind the name of Kyiv’s mayor Vitali Klitschko, with whom he allegedly maintains friendly relations. In particular, earlier information was published about Shevchenko’s protection of illegal trade in the city’s underground passages and the raiding takeover of the Boxing Federation of Ukraine. Mikulenko, despite receiving complaints about Kyrylo Shevchenko from foreign investors, including about intimidation of their representative in Kyiv, is convinced that most likely these rumors are spread by Shevchenko himself to give his persona weight and authority, thereby discrediting the Kyiv city mayor.

Mikulenko notes that in 2019 Shevchenko, together with accomplices – Rostyslav Hrekul, Dmytro Karauchenko, Vitalii Kulyk and others – developed a scheme for illegal appropriation of property, namely companies, land, funds and even the electric capacity of River Side.

In January 2020, Shevchenko, through Vitalii Kulyk and on behalf of the director of LLC “River Garden,” carried out actions to seize the right to electric capacity of 2,5 MW that belonged to “B.M.K.-Building.” For this, Kulyk used fabricated extracts from the state register and documents with a forged signature of Volodymyr Mikulenko, historical director, followed by the unlawful registration of the right to this capacity in the name of “River Garden.”

Then Kyrylo Shevchenko together with Rostyslav Hrekul appropriated plots on the bank of the Desna near the settlement of Osechyna, where the cottage community was to be built. In November 2020 Shevchenko K.V., Kulyk V.O., Smertenko S.Ya., together with other members of the organized criminal group, using forged documents of notary KMNO Kaplun Y.V., unlawfully seized corporate rights of LLC “Prozrinnia.”

At that time Shevchenko, with the participation of others, committed the embezzlement of a plot of land of 1,96 hectares that belonged to LLC “Vyshhorod Invest Plus,” abusing his official position and without the consent of the company participant Mikulenko V.O., as a result of which Shevchenko K.V. received over 1,5 million dollars in cash, and the company LLC “Vyshhorod Invest Plus” and participant Mikulenko V.O. suffered damage of especially large amounts.

In December Shevchenko and Hrekul (through a close relative and other persons associated with them), by using forged documents, unlawfully and free of charge acquired ownership of land plots with a total area of 36,05 hectares belonging to legal entities LLC “B.M.K.-Building” and LLC “Prozrinnia,” after which, together with notary KMNO Ihnatov D.V., using a power of attorney from a non-existent (liquidated) Cypriot company KONOFIX LIMITED, which was forged in terms of its validity period and in substance did not grant any authority, they carried out a raiding takeover of the management of LLC “River Holding,” LLC “B.M.K.-Building.”

In February 2021 Shevchenko and Kulyk seized control of “River Park,” replacing the legal address with the address where “River Garden” and “First Construction Investment Company” are located, whose owners are listed as Hrekul R.V. and Karauchenko D.H. The appointment of Vitalii Kulyk as head of “River Park” took place without the consent of Mikulenko V.O., who owns a 49,25% share of “River Park.”

Hrekul, Kulyk and Shevchenko seized and took control of forest plots of 9 hectares adjacent to the plots illegally seized by the aforementioned persons in December 2020.

In April 2021 Shevchenko, with the participation of Kulyk, filed for the voluntary liquidation of “River Holding” and “B.M.K.-Building.” And in December of the same year they artificially created creditor indebtedness of “B.M.K.-Building” to lawyer Viktoriia Kovalivna Koval in the amount of 500 thousand UAH, on the basis of which the procedure for a de facto fictitious bankruptcy of “B.M.K.-Building” was initiated.

At the same time, Shevchenko launched an advertising campaign to sell the seized land. He renamed the project to “River Garden.” On the site rivergarden com ua one can still purchase the effectively stolen land, which is at the same time under seizure within the scope of the investigation under criminal proceeding No. 12020100100007369.

Interestingly, the original River Side video was uploaded to YouTube at the link as early as in 2014. However, after the raiding takeover, Kyrylo Shevchenko’s organized crime group created a reworked video, renamed it to River Garden, and uploaded it at the link.

In addition, Kyrylo Shevchenko carried out illegal construction, including fencing the raided plots, including within the coastal protective strip of 6,12 hectares (3221888800:38:140:0920), and 3.189 hectares (3221888800:38:140:0921).

LLC “River Garden” never acquired ownership rights to the land plots specified in the Additional Agreement that belong to LLC “B.M.K.-Building.”

Checking open sources (registers of the Ministry of Justice, the NAPC website in the “declarations” section) revealed that the information contained in the extracts submitted by LLC “River Garden” is clearly forged.

By way of example, the extract submitted regarding the land plot with cadastre number 3221888800:38:140:0567 (on which ZTP No. 1504 is located) shows that the entry number refers to another real right – 34448134; the Real Rights Register on immovable property contains information about the lease right for a completely different land plot located in Zaporizhia region, Tokmak district, and other lessee data – FG “BRAT” (31260833); moreover, the registration number of the application by which that extract was generated is the application number of another person regarding another object. The immovable property registers also lack any information under the search criterion “Registration number of the immovable property object: 1968459611365”; in essence this is just a set of random digits.

According to open data on the NAPC website – state registrar Bartko T.M. worked not at KP “PRIORITET,” but at Pershotravneva village council of Obukhiv district, Kyiv region, meaning she effectively had no right to perform registration actions.

From the information reference from the Real Rights Register on immovable property regarding all registration actions carried out in relation to the specified land plots, it is evident that no lease right was ever registered concerning them with the parties being LLC “B.M.K.-Building” and LLC “River Garden.”

According to open registration data, the owners of LLC “River Garden” are Ukrainian citizens Hrekul Rostyslav Volodymyrovych and Karauchenko Dmytro Heorhiiovych, who not only unlawfully seized the electric capacity of LLC “B.M.K.-Building,” but later, together with Kyrylo Shevchenko and other individuals, participants of the criminal group, acquired ownership free of charge of 36 hectares of land that previously belonged to LLC “B.M.K.-Building” and had been lawfully sold to LLC “PROZRINNIA.”

Internet sources show that LLC “River Garden” offers for sale land plots that do not belong to it and which are under seizure by the ruling of the commercial court in case 908/1487/21 (908/1624/21) dated 08.06.2021, the ownership of which was unlawfully acquired by Kyrylo Shevchenko, Karauchenko, and relatives of Hrekul.

Based on these facts, Volodymyr Mikulenko filed an application with the Commercial Court of Dnipropetrovsk region to open proceedings in a bankruptcy case. He applied to the court in order to prevent the unlawful liquidation by Kyrylo Shevchenko K.V. of the companies LLC “B.M.K.-Building,” with the aim of lawfully restoring the rights of individuals and legal entities in relation to LLC “B.M.K.-Building.”

This story of stealing from Swiss investors only worsens Ukraine’s image as a country open to investment. The figure of Shevchenko and the scandals associated with him also do not benefit our country on the international stage. After all, Kyrylo Shevchenko is known not only for raiding land seizures but also for many other of his escapades, and he tries to hide behind the name of Kyiv’s mayor Vitali Klitschko, thereby discrediting him. At the beginning of the year Shevchenko, despite all martial law prohibitions, crossed the state border of Ukraine to Montenegro.
