More than 330 million hryvnias to rebuild “Irpin Lypky”: new contractor previously had only one order through Prozorro
In Irpin they are again trying to finish rebuilding one of the apartment buildings most heavily damaged by Russian shelling — No. 24/1 on Hostomelske Highway in the Irpin Lypky residential complex. After almost three years of work the previous contractor was replaced: the regional administration said the reason was the contractor’s systematic failure to meet the terms of the contract. More than 330 million hryvnias were allocated to continue the repairs, part of which will be financed by the European Union. These funds will be used by the company Real Capital Bud LLC, which before this had received only one small order through Prozorro — for renting a loader for less than a hundred thousand hryvnias. This time residents were told the long-suffering restoration will be completed by the end of 2027.
As KV learned from the announcement in the Prozorro electronic public procurement system, the Department of Regional Development of the Kyiv Regional State Administration (KRSA) signed a contract with Real Capital Bud LLC (*) for the major repair of the apartment building on Hostomelske Highway, 24/1 in Irpin, damaged as a result of Russian aggression. The contract price is 330,69 million hryvnias.
Under the agreement, the contractor must, among other things, carry out demolition work and repair the roof and facade by the end of 2027. The scope of work includes replacement of engineering networks (water supply, gas supply, sewage, heating, ventilation, smoke extraction), as well as interior finishing, elevator upgrades, and improvement of the surrounding grounds.
The contract lists the state budget as the funding source, but an additional agreement dated 28 August 2026 states that the repair will be co-financed by the European Union under the Ukraine Facility program. The shares of EU and state budget co-financing are not specified in that document.
Who was entrusted to continue the reconstruction
Real Capital Bud LLC was the sole participant in the open tender. To confirm experience performing similar work, the company provided information about three contracts concluded in 2021–2023 with private customers. Two of them — with Prydniprovskyi Oil Extraction Plant LLC from Kropyvnytskyi — concerned interior work in its premises; the third, with Eridon Tech LLC, was interior work in warehouse and production buildings near Kyiv.
At the same time, Clarity Project data show that as a result of participating in public procurements, Real Capital Bud LLC previously received one order: from the state enterprise SETAM to rent a loader for 95 thousand hryvnias.
According to the analytical system YouControl, Real Capital Bud LLC was registered in 2018 in Kyiv, but this August it was “registered” in Irpin in the Bucha district. The main activity is other finishing works in construction. The sole owner and director of the company is Vitaliy Pshenyshnyuk.
History of the building
Building No. 24/1 on Hostomelske Highway is part of the Irpin Lypky residential complex. It is a 11-story building with 206 apartments totaling almost 15 thousand sq. meters. Before the full-scale invasion, about 560 residents lived there.

The building is located in the part of Irpin where fighting took place during the city’s liberation. As a result it became one of the most heavily damaged. In particular, on 16 March 2022 a hit set the attic floors on fire, while due to intense shelling rescuers could not reach it in time to extinguish the blaze. According to local residents, their home was later shelled with various types of weapons.

After Irpin was liberated, the Irpin Lypky neighborhood became one of the places most often visited by official delegations from different countries. Diplomats, entering the city, saw the consequences of the fighting and the scale of the destruction exemplified by the ruined building.
The ruined residential complex became one of the locations for the filming of the Kalush Orchestra music video for the song “Stefania,” with which the group won Eurovision in 2022.

Repair history
The current contract is not the first attempt to restore the building. Restoration began three years ago: in August 2023 the Department of Regional Development KRSA commissioned the relevant work to Navitechservice LLC for more than 605 million hryvnias. The original contract stated that the work should be completed by the end of 2024.
In April 2024 the then-mayor of Irpin, Oleksandr Markushyn, reported that residents were dissatisfied with the pace of restoration. Together with then acting director of the Department of Regional Development KRSA Oleh Kravchenko, the contractor and the HOA chair he inspected the site. According to him, completion of different sections ranged from 20% to 60%.
Later, in July of the same year, Oleksandr Markushyn reported that windows in the building were installed to 70%, that attic floors in two blocks were restored to 80%, and that frames for new roofs had been mounted on three others. However even then it was clear the major repairs would not be completed within the originally specified timeframe: the contract term was extended to the end of 2025.
Since the spring of 2025 the HOA chair Olena Kholodovska began sounding the alarm about the pace of restoration and the quality of the work. In May 2025 she reported that in the first, second and fourth sections about 90% remained unrepaired, and the roof had been installed only over the fourth, fifth and sixth sections. In July of that year she also showed how boilers were connected in apartments: pipes were laid outside and fastened with wire.

In May 2026 Olena Kholodovska published an open collective appeal to central and regional authorities. In it she accused the Department of Regional Development KRSA of “systemic managerial negligence,” which she called one of the main reasons for the delay in reconstruction. Among the main problems she cited were untimely signing of acceptance certificates for completed work, slow approval of project adjustments, and insufficient control over the contractor. The appeal demanded, in particular, a formal investigation and a comprehensive audit, reports on the movement of funds, resumption of work, and approval of a work completion schedule.
In response to the public appeal, the Department of Regional Development said it shared residents’ outrage, but blamed the contractor for halting the restoration. The regional administration accused Navitechservice LLC of systematically failing to fulfill contractual obligations. They announced termination of the contract with it and a new procurement, which was later canceled after all submitted bids were rejected.

Note that in addition to the initial contract with Navitechservice LLC, the Department of Regional Development signed three more agreements with it for additional major repair work on the building: in December 2023, May and December 2024. The total value of those contracts amounted to more than 165 million hryvnias. Finally, on 4 May 2026 all four agreements with that contractor were terminated due to “systematic and gross violation by the contractor of its contractual obligations.” In total it was paid 190,75 million hryvnias (136,28 million for the first, 16,42 million for the second, 17,49 million for the third, and 20,56 million for the fourth).
