Kyiv Mayor Vitali Klitschko spoke in the Verkhovna Rada and described Kyiv’s preparations for winter.

“I emphasized that the city authorities are doing everything they can to ensure the capital’s functioning. Despite the vile slaps that the central government constantly tries to deliver. Unfortunately, that is how their idea of ‘cooperation’ looks. Kyiv operates under difficult wartime conditions. Under constant devastating enemy attacks. – For infrastructure, energy and industry, business. For every resident of the capital,” Klitschko stressed.

The mayor noted that the enemy is intensifying attacks and continues to destroy Ukraine’s unified power system. This also affects the capital’s water supply system, the operation of electric transport, and other services.

Some figures on the number of strikes on the capital’s heat and power generation facilities — CHP-5 and CHP-6. In 2022 year, these two sites were hit by 12 missiles and UAVs. In 2023 – 7. In 2024 — zero. In 2025 – 19. This year – already almost 50 missiles and drones.

“And this year we prepared under enemy shelling and in the conditions of the show the authorities staged with the Resilience Plan. – With a deceptive campaign claiming that Kyiv supposedly does not work and does nothing. With the blocking of funds that froze many energy-resilience projects and their implementation timelines. And not only in the capital. This is the situation in many communities where stopping payments effectively kills municipal services. And yet we hear cynical accusations of an alleged disruption of the heating season. Which hasn’t even begun yet!” Klitschko emphasized.

Klitschko also informed the members of parliament about what has been done during the full-scale war:

• Kyiv has prepared almost 700 generators of various capacities for heat and water supply facilities. 70 mobile movable boiler houses.

• 3 diesel power plants have already been built. And a backup water intake.

• Currently Kyivvodokanal has 103 generators. And the enterprise is expecting more high-capacity generator systems for water supply that are being manufactured abroad for Kyiv.

• More than 6 000 units of equipment — generators, inverters, batteries — have been purchased for the housing stock through suburban energy-resilience programs.

• All educational institutions have generators of various capacities. In particular 285 – of high capacity.

• City hospitals are provided with backup power sources. And today have 480 generators.

• In 15 hospitals — their own wells, and 6 more are being built.

• 11 medical facilities — with autonomous heating from their own boiler houses. By the end of the year such heating will be in 21 hospitals.

Separately, the mayor addressed the deputies with questions regarding the protection of the energy sector.

“You can say whatever you want, hang the Third World War on Klitschko if you like… But it’s not only my question: where is the air defense to protect the capital? Where is the protection for Ukrenergo’s facilities? Where are the billions that were allocated for this?” Klitschko emphasized.

Klitschko also spoke as the head of the Association of Ukrainian Cities.

“I’ll say this as the head of the Association of Ukrainian Cities. Someone is out there talking about how other cities prepared: supposedly, unlike Kyiv. That’s not true! And today all communities are in shock. All cities are cleaning up the problems created by the government freezing payments. Local self-government in Ukraine is being tried to be destroyed — and not only in Kyiv. Removing heads of communities on fabricated grounds. Bringing absurd accusations, intimidating heads of small communities with criminal cases,” Klitschko stressed.

Recall, the Verkhovna Rada summoned Kyiv Mayor Vitali Klitschko to report. The initiator of this decision was Member of Parliament from the Servant of the People faction Maryana Bezuhla. Her proposal was supported by 151 parliamentarians.
