Klychko told the Rada about Kyiv’s readiness for winter and asked the central government where the air defense and billions for protecting critical infrastructure are

“The city government is doing everything possible to ensure the capital’s essential functions in the face of mass shelling. If last year there were 19 hits to Kyiv’s heat and power generating facilities, this year it’s already almost 50! And the specialists have been working all the time, restoring equipment, preparing facilities for winter. And Kyiv has withstood it. In conditions of staff shortages at municipal enterprises and halted payments. One can say anything, hang anything on Klitschko… But my question isn’t only mine: where is the air defense to protect the capital? Where is the protection of Ukrenegro facilities? Where are the billions that were allocated for this?,” said Vitali Klitschko.

In addition, the Kyiv mayor informed the people’s deputies about how the capital, during the full-scale war, increased its backup energy sources.

“Kyiv has prepared almost 700 generators of various capacities for heat and water supply facilities. 70 mobile moving boiler houses. Already built 3 diesel power plants. And a backup water intake. Currently, Kyivvodokanal has 103 generators. It also expects large-capacity systems for water supply, which are being manufactured for Kyiv abroad. More than 6 000 generators, inverters, and batteries are procured for residential buildings. All educational institutions have generators. Hospitals are equipped with backup energy sources, they have 480 generators. In 15 hospitals — their own boreholes, and another 6 are being built. 11 medical facilities — with autonomous heating from their own boiler houses. By the end of the year, such heating will be available in 21 hospitals,” said Vitali Klitschko.

At the same time, he noted that currently all communities face problems due to the government blocking local budget funds right before the heating season.

“I’ll say it as the head of the Association of Ukrainian Cities. Somebody there tells how other cities have prepared: supposedly, unlike Kyiv. That’s not true! And today all communities are shocked. All cities are cleaning up the problems created by the government, freezing payments. Local self-government in Ukraine is being destroyed—and not only in Kyiv. Dismissing heads of communities on far-fetched grounds. Making absurd accusations, intimidating with criminal cases. Kyiv is the heart of the state, which the enemy is trying to destroy. But no less frightening are the politicians inside the country,” emphasized Vitali Klitschko.
