Case about embezzlement of 171 million UAH on spare parts for the Armed Forces of Ukraine: possible links between suppliers and Kholodov have become known

Companies linked to former member of parliament Andriy Kholodov and to Dmytro But’s business group continue to receive state defense orders, despite criminal proceedings. In particular, this concerns LLC Prom-Tehno Group, which operates in the machine-building sector and fulfills defense orders.

Co-founders of the enterprise whose activity is connected with the Tehimpex brand are Yuri Kravchenko, Dmytro But, and Bohdan Vysotsky.

In the chain of companies connected with them are entrepreneurs who are referred to as former business partners of Andriy Kholodov. In addition, the registration address of one of the co-owner structures from this business circle allegedly fully coincides with the Kyiv address of the wife of the former MP, Kateryna Shakhovska.

In this context, questions arise regarding the criminal proceeding on the supply of substandard spare parts for Ukrainian armored vehicles amounting to over 171 million UAH.

In May 2026 year, Prosecutor General Ruslan Kravchenko reported transferring this case to court. According to the investigation, at the beginning of the full-scale invasion a private company received two state contracts totaling over 171 million UAH. However, the supplied parts, including cooling tubes for engines of infantry fighting vehicles, were found to be unsuitable for their intended purpose.

The entrepreneur was charged with organization of embezzlement and theft of someone else’s property in especially large sizes, as well as legalization of property acquired by criminal means. For officials — negligent attitude of a military service official toward service, causing grave consequences in a wartime condition.

At the same time, a significant portion of information about the activities of defense enterprises is blocked in accordance with government resolutions. Because of this it is impossible to establish the full volume of state contracts, ultimate beneficiaries, and the scale of participation of connected entities in defense procurement.

The question remains open whether the Ministry of Defense and the Security Service of Ukraine checked the ultimate beneficiaries and business connections of suppliers before signing contracts. It is also unknown whether NABU and SAP checked possible overlap of the case participants in the supply of substandard parts with Andriy Kholodov’s business circle.

Andriy Kholodov himself in 2023 year resigned his deputy powers after NACP detected signs of false declaration of property. It also became known that he has a residence permit in Cyprus. The former deputy left Ukraine and has not returned since.

The Kholodov family also owns a estate in an elite district of Vienna. A property of 360 square meters with a land plot of 20 sotkas was purchased in 2013 year for 6 million euros. The owner is listed as the wife of the former MP, Kateryna Shakhovska.

At the same time, possible business connections of Kholodov with defense suppliers do not mean proven involvement of the former deputy in the criminal proceedings.
