Acting Prime Minister and Governor of the NBU under Yanukovych
Governor of the NBU (2010–2013), First Vice Prime Minister and Acting Prime Minister at the beginning of 2014 — the final days of Yanukovych's regime. After the Euromaidan, fled Ukraine. Since April 22, 2014, has been wanted as a suspect under Part 5 of Article 191 of the Criminal Code (embezzlement of property on an especially large scale). Resides in Russia. As early as 2012, journalists published facts of embezzlement of budget funds during his tenure at the NBU. Embezzlement of 220 million UAH is documented in the suspicion; NABU uncovered an attempt to remove $150 million of Arbuzov's assets from arrest.

The High Anti-Corruption Court arrested Arbuzov in absentia; the Pechersky Court kept bank accounts under arrest. The Lviv court allowed special pre-trial investigation for suspects in hiding. The EU Court partially lifted sanctions against him; the EU has repeatedly extended and shortened the Yanukovych era sanctions list. On April 12, 2025, Zelensky imposed personal NSDC sanctions for 10 years. It was separately noted that Russia considered deporting Arbuzov from the Russian Federation — though no public confirmations have been made. Interpol terminated the search for Arbuzov — complicating his international prosecution despite active proceedings in Ukraine.
