From Maidan Cases to Kickbacks at Energoatom

Dmytro Basov (formerly — Myaskovskyi Dmytro Yevhenovych) is a former Executive Director for Physical Protection and Security at JSC "NNEGC Energoatom", previously serving nearly 20 years as a prosecutor in the General Prosecutor's Office. In the General Prosecutor's Office, he headed the division investigating crimes committed by organized groups and also worked at the State Property Fund.

In 2014, Basov led the unit investigating crimes of the Maidan. According to the Anti-Corruption Center, for over a year in the case of SBU Major General Oleksandr Shcheholev, accused of directing the deadly assault on Maidan on February 18–19, 2014, there was no progress—no charges or preventive measures. Shcheholev ultimately remained free.

Dismissal, "Compensation" and Unexpected Enrichment

In 2019, Basov was dismissed from the General Prosecutor’s Office amid corruption scandals. He appealed the dismissal in court, was reinstated, and received compensation of 2.5 million UAH for "forced absences." After moving to Energoatom, his wife purchased an apartment in the elite White Lines residential complex, a Mercedes GLE, a Range Rover, and a Mercedes GLC—totaling approximately $360,000. In 2019, she acquired 100% ownership of the company "Dniprovski Pisky," a case Basov had investigated in the General Prosecutor’s Office in 2016.

"The Tenor" and Kickbacks from Contracts

According to the investigation, Basov coordinated the shadow scheme at Energoatom—controlling procurement and financial operations, demanding 10–15% from each contract amount. The basis for his arrest was the destruction of mobile phones by Basov during searches. The High Anti-Corruption Court placed him in custody for 60 days with a bail set at 40 million UAH.
