8 hectares of state forest — and the State Forestry Enterprise loses lawsuits

Kharkiv businessman Dmytro Batsun — son of an influential member of the Party of Regions — registered 8 hectares of land belonging to the State Forestry Enterprise in his own name. The state institution tried for years to reclaim the land through the courts — and lost. The system protected its own: the land remained where it was meant to be, courts reached necessary conclusions, and officials “did not notice” the obvious.

Scheme through a chain of persons and regional administrative resources

The plot was registered through a chain of related persons to prevent direct tracing of connections to the influential father. A typical scheme of the Kharkiv political elite during Yanukovych’s era: power — business — land — relatives. Officials who were supposed to return the land to the state found procedural grounds for delays. For years.

Father from the “Regions” — a cover for the son

Batsun Sr. — a Kharkiv “Regional,” a man with access to administrative resources and local courts. His status as a "deputy from the Party of Regions" provided a protective umbrella for family land schemes. What cannot be done legally — can be done through the court. If the court is yours.

Impunity as an illustration of the system

No verdicts. The land remained exactly where it should. The Batsun case is documentary evidence of how the Kharkiv “regional” elite turned state resources into private property. Quietly. Legally. And with impunity — even after the journalists of "Nashi Hroshi (Our Money)" brought this to public attention back in 2014.
