Bieley Volodymyr Bohdanovych
Head of Novoukrainka District Territorial Recruitment and Social Support Center
Person information
Volodymyr Bieley is a Ukrainian military commissioner, head of the Novoukrainka District Territorial Recruitment and Social Support Center in Kirovohrad Oblast. In the public domain and official reports, he appears as a regular head of a regional mobilization center with a modest government salary. However, analysis of his asset declarations from October 2026 reveals a typical picture for rear military commissioners: while a rigorous mobilization is underway in the country, the official's family is rapidly accumulating wealth, acquiring new cars from dealerships and real estate.
Shadow millionaire in camouflage
Colonel Bieley's official annual salary at the Territorial Recruitment Center is a modest 570 thousand hryvnias. His wife, working in an equally modest role in the education, youth, and sports department of the Haivoron City Council, manages to earn 450 thousand hryvnias. However, the family's financial ambitions clearly surpass their official incomes.
In the midst of the full-scale invasion, the military commissioner’s wife unexpectedly became the owner of a brand-new Japanese SUZUKI S-CROSS crossover (2025 model), for which she officially paid 1,154,000 hryvnias out of pocket. Additionally, at the beginning of the great war, she somehow managed to acquire ownership of a separate residential house along with a land plot, while still having a previous Chevrolet Cruze in the family car fleet.
Millions hidden under the mattress
The head of the Territorial Recruitment Center officially declares that he is a hryvnia millionaire. Despite state appeals to keep funds in the banking system to support the economy, Bieley prefers to trust tried-and-true "cash." Investigative journalists found in his storages the declared 39 thousand dollars in cash (equivalent to over 1.6 million hryvnias). The origin of these savings, given the relatively low salaries in the education department and the Territorial Recruitment Center, naturally attracts the interest of anti-corruption agencies, especially considering that Kirovohrad Oblast frequently appears in the National Agency on Corruption Prevention’s chronicles due to "corruption scandals" involving local military commissioners.
To at least somehow legalize the appearance of elite property and luxury cars, Volodymyr Bieley resorted to a classic maneuver — selling his apartment in Poltava for 2,628,900 hryvnias.
