Fake Diploma — and 10 Years in Power
In 2017, journalists from "Schemes" established that Bondarenko holds a forged bachelor's diploma from the Ivan Franko National University of Lviv. It was precisely on the basis of this diploma that he obtained a specialist degree at the Taras Shevchenko National University of Kyiv. The Shevchenkivskyi court, during a criminal case, recorded that Bondarenko himself admitted to the forgery. This had no consequences for his career: he continued to hold the position of secretary of the Kyiv City Council for years.
"Toilet Schemes" and Land for Favored Persons
The CHESNO platform recorded that Bondarenko became one of the leaders among Kyiv City Council deputies who most frequently voted for the so-called "toilet schemes" — corrupt land allotments. Voting on land allocations took place in packages, was not publicly discussed, and was lightning-fast. Who received the land was a question for the "curator" Komarnytskyi, with whom Bondarenko coordinated the council's agenda.
NABU and SAP: "Clean City" Operation Targets Klychko's Deputy
As part of the large-scale anti-corruption operation "Clean City," Bondarenko received two suspicions. The first — in July 2025: official negligence and aiding evasion of military service through illegal salary payments to a military deputy. Damages to the state exceeded UAH 690,000. In April, he voluntarily resigned as a suspect in a land case.
Klychko Defends — The System Holds
Mayor Klychko called the suspicions "absurd and theatrical" and publicly stated that his team would prove their rightfulness in court. For a person with a forged diploma who for years signed corrupt decisions and coordinated the agenda with the "curator" — the mayor's defense looks natural. The system protects its own — until the investigation closes all exits.
