Servant of the People or Kolomoisky's Man

Artem Kovalyov is a people's deputy of the IX convocation from the "Servant of the People" party (No. 45 on the list), non-partisan. Born in 1984 in Weimar (GDR).

He came to parliament from the media business: he headed the "Glavred-Media" holding, was the financial director of non-television assets of "1+1 Media" and the general director of the news agency "UNIAN" — all these structures are part of the "1+1 Media" holding owned by Ihor Kolomoisky.

According to media reports, he is part of Kolomoisky's group. Owner of shares in "1+1". In September 2023, when Kolomoisky was in custody on suspicion of laundering over 500 million hryvnias, Kovalyov publicly offered to take the oligarch under his personal guarantee — alongside other top managers of the media holding.

As head of UNIAN, he was accused of financing Kolomoisky's political campaigns, conducting cash-out schemes from the state budget and transferring funds offshore, as well as commissioned work against the business and political opponents of the oligarch.

Deputy Acting Against Citizens' Interests

At the end of 2022, he voted for the urban planning reform (#5655), which was implemented in the interests of developers and diminished citizens' influence on the reconstruction of Ukraine.
