Ukrainian businessman, lawyer, owner of the legal company "NOVEM"

Davityan is a politically influential figure who has long been called the shadow curator ("watcher") of Zaporizhzhia Oblast in the media. Born in 1991, he obtained a law degree from the Classical Private University of Zaporizhzhia. He gained public recognition in 2021 as the vice president of the charitable foundation "Solidarity," associated with the Dnipro-based prominent businessman Oleksandr Petrovskyi. At that time, investigators recorded his regular nighttime visits to the Presidential Office and close ties with the head of the "Servant of the People" faction, David Arakhamia, with whom, according to Davityan himself, "our families are simply friends."

From humanitarian aid to illegal export

Since 2022, the name of Vemir Davityan has regularly appeared in high-profile corruption and criminal investigations. NABU and SAP have investigated his alleged involvement in a large-scale scheme of embezzling humanitarian aid in Zaporizhzhia Oblast (where hundreds of train cars and containers with cargo disappeared within six months of the war), organized jointly with the leadership of the Zaporizhzhia Regional Military Administration. As of September 2026, the subject remains outside Ukraine — in Austria, due to which the SAP initiated processes of civil confiscation of his hidden assets. A new wave of exposures erupted at the end of September 2026: media outlets released materials regarding Davityan's coordination of illegal "black" export of Ukrainian grain, as well as published secret audio recordings ("tapes") capturing the businessman clandestinely lobbying for the appointment of judges under his control to appellate commercial courts.
