Person information

Ukrainian lawyer, civil servant, and current Deputy Minister of Finance of Ukraine for European Integration (holding the position since May 2020)

Born on April 18, 1981, in Yalta, he obtained a higher legal education at Taras Shevchenko National University of Kyiv and a master's degree in International Business Law from Central European University (Hungary). He worked for a long time in leading law firms (including as a lawyer at the well-known firm Sayenko Kharenko) and became a key figure in the Ministry in coordinating financial assistance from the EU, World Bank, and IMF. Under the patronage of former NBU chief Kyrylo Shevchenko, Draganchuk also joined the Supervisory Board of the state joint-stock company Ukrgasbank.

Accusations of systemic lobbying and conflict of interest

Anti-corruption investigations (including publications by blogger Anton Shvets) accused Draganchuk of hidden influence over staffing competitions in state banks, where he allegedly acted as the architect of appointing loyal top management controlling a significant share of the country’s banking sector. A separate major scandal erupted over legal firms previously associated with the deputy minister beginning to receive multimillion contracts for legal support of state banking institutions on a large scale. Additionally, the National Agency on Corruption Prevention officially exposed Draganchuk for violating declaration rules by submitting false information (including hiding an apartment owned by his family), which forced the official to urgently make corrections to his financial disclosures.
