Born September 26, 1973, in Chervonohrad, Lviv region, grew up in Pryluky, Chernihiv region. People's Deputy of the 6th, 7th, 8th, and 9th convocations from Batkivshchyna; Deputy Chairman of the Verkhovna Rada Committee on National Health Issues. Since 2019 — First Deputy Chairman of Batkivshchyna. In 2018, the Specialized Anti-Corruption Prosecutor's Office opened proceedings: fraud, raiding, false declaration, illegal enrichment. Dubil's family and subordinates purchased 14 apartments in the Delo House residential complex in central Kyiv worth 18 million UAH from unknown sources.

Raiding of agroholding worth 300 million UAH, bribery of voters involving Russian political technologists, and seizure of state land

On July 2, 2020, proceedings were opened under Part 3 of Article 209 of the Criminal Code (laundering of proceeds in an especially large amount): the agroholding LLC "Promstroyinnovatsiya" valued at over 300 million UAH was raided and re-registered for only 11 million UAH. In 2016, Dubil bribed voters through the Europe Charitable Foundation — distributing certificates worth 200 UAH for medicines; in 2019, Prosecutor General Lutsenko stated that Dubil, with the involvement of Russian political technologists, organized a network of agitators to bribe voters and Tymoshenko's candidate in favor of Yulia Tymoshenko. In 2024, Bihus.Info found that 54 sotkas of state land in Chernihiv region were transferred to the Youth Initiative "Nadiya" Charitable Foundation, where Dubil is Chairman of the Supervisory Board and its founders are two of his sons. No suspicions have been announced.
