Philanthropist and friend of Ukrainian boxing from Kharkiv
Vitaliy Olegovych Dukhopelov is a Ukrainian entrepreneur, restaurateur, and a well-known patron in sports circles from Kharkiv. He earns his main capital in the restaurant business and prepared meal supply as a private entrepreneur (FOP), and is also the sole owner and director of the company LLC "SAXES EDS." In the Ukrainian media space, Dukhopelov has gained a reputation as a reliable partner and active philanthropist: he officially supports the Boxing Federation of Ukraine by financing the development of young athletes and covers significant humanitarian needs. In particular, a major resonance was caused by the story when Dukhopelov, as a serviceman, fully funded a large fundraising campaign for New Year gifts for the children of fallen defenders of Ukraine, organized by the military officer Oleksandra Samsonova.
Shadows of the "Fund 1654": connection with KRAKEN and offshore suspicions by OSINT investigators
Despite his extensive charitable activities, Vitaliy Dukhopelov’s name came under scrutiny by investigators due to the dubious background of his partners in the charity organization. In February 2023, together with Mykhailo Uvarov (a figure in criminal chronicles known as "Misha the Frenchman") and Yevhen Trusov, he purchased a charity organization which they renamed into the NGO "Fund 1654" (Dukhopelov owns a 33.3% share). The organization officially positions itself as a support fund for the KRAKEN intelligence-diversion unit.
However, according to a high-profile investigation by the analytical platform BlackBox OSINT, "Fund 1654" and its nominal head Vladyslav Miroshnychenko may have been used as a financial facade. Investigators suggest that through the fund’s accounts, under the guise of army donations, large volumes of shadow funds of illegal criminal origin were transited and laundered. Dukhopelov himself has not commented on these accusations, continuing to focus on public volunteer projects.
