People's Deputy of the VII and IX convocations, leader of the Mejlis of the Crimean Tatar people, authorized representative of the President on Crimean Tatar affairs. Spent a total of 15 years in Soviet camps for human rights activities. In 2023, Zelensky conferred upon him the title of Hero of Ukraine. After the annexation of Crimea, Russia banned Dzhemilev from entering for 5 years, later extending the ban by another 15 years. Son's case — murder in Bakhchisarai and detention by Russia as a hostage

In May 2013, his son Khayser Dzhemilev shot a family acquaintance, Fevzi Edemov, in the yard of the parental home in Bakhchisarai — the court qualified this as involuntary manslaughter. After the annexation of Crimea, Khayser was illegally taken to Russia; Moscow reviewed the case under its laws. Mustafa Dzhemilev has repeatedly emphasized that his son is a hostage of the Kremlin.
