Boryspil’s “eternal mayor”-chameleon: from BYuT to the Regionals, with a Crimean apartment and land for “Roshen”

A history teacher from Khmelnytskyi region (1959–2020, village Malyi Sknyt), 15 years in law enforcement agencies, later a top manager at JSC “PentoPak”. Mayor of Boryspil from April 2006 until his death in October 2020 — three consecutive terms, each time under a new political “skin”: 2006 — from BYuT, 2010 — from the Party of Regions, which he left during the Revolution of Dignity, 2015 and 2020 — from “Our Land” (a project of former Regionals). Died on October 28, 2020, from COVID-19 complications — a few days after another electoral victory.

Crimea and “Roshen”

When the cadastral map became public, residents of Boryspil discovered the mayor owned an apartment in an elite residential complex in Gaspra (Crimea), purchased in 2008 and transferred to his daughter in 2011; he himself denied this. In September 2015, the city council allocated 20 hectares of land to the “Roshen Biscuit Factory” without auction — media saw this as courting the then-president Poroshenko.

Low citizen culture and salary

In 2019, he publicly argued with Zelensky over polluted lakes, explaining the sewage by the “low culture” of residents. He was the highest-paid mayor in the country (≈40,000 UAH/month in 2017).
