Former Head of Kharkiv Prosecutor's Office with fraudulent disability

Oleksandr Vadymovych Filchakov—head of the Kharkiv Regional Prosecutor’s Office, dismissed following a scandal involving mass fraudulent disability among prosecutors. Currently, according to media reports, he oversees the State Bureau of Investigations (DBR).

23 disabled out of 470 and a "soft" exit

In autumn 2024, after exposing a large-scale scheme in Khmelnytskyi region where the MSSE head Tetiana Krupa issued fraudulent disabilities to over 50 prosecutors, the Prosecutor General's Office conducted nationwide inspections. At the Kharkiv Regional Prosecutor’s Office, out of 470 employees, 23 were registered as disabled—mostly men. Filchakov submitted a resignation letter. However, none of the five regional prosecutors "dismissed" after the scandal lost their positions in the prosecution bodies—all received new posts, retained relatively high salaries, and increased pensions.

A system that protects itself

The Ministry of Health revoked disabilities of 74 out of 526 prosecutors who had them, but the Prosecutor General’s Office did not dismiss any of them. As of May 2026, the Qualification and Disciplinary Commission of Prosecutors (KDCP) had only made 29 dismissal decisions while closing over 80% of disciplinary proceedings. After his "resignation," Filchakov received a new role supervising the DBR—the agency that should be investigating such prosecutors.
