Graduated from Khmelnytskyi University of Management and Law, studied at Adam Mickiewicz University in Poznań in 2015–2016. Candidate of Legal Sciences. Various sources link Habinet to the controversial politician Serhiy Tihipko and the "Strong Ukraine" project — in particular, he was an authorized representative of this force in the 2014 early elections.
In 2017, he attempted to obtain a lawyer's license but failed the qualification exam despite holding the degree of Candidate of Legal Sciences.
Was in power for a year, then "asked to leave"
Several members of parliament wanted him to appoint "their" people in the Regional State Administration. Habinet refused. He was summoned to the President's Office and told he was being dismissed — without any remarks about his work and without explanation. On November 24, 2020, Zelensky signed a decree dismissing him "at his own request." Died on December 17, 2024, at the age of 41.
