"Combat Governor" of Luhansk region, arrested by NABU for kickbacks on UAV and EW equipment procurement

From 2005 to 2015 — General Director of LLC "Dembud"; assistant to a Kyiv City Council deputy, advisor in administrations. 2015–2018 — Head of Mukachevo District State Administration; 2019–2023 — Head of Luhansk Regional Military Administration. Gained public recognition as the "combat governor" during the defense of Luhansk region in 2022. In March 2024, Zelensky appointed him for a second time as Head of Mukachevo District State Administration.

30% kickbacks on UAVs and EW, WAS arrest for 60 days, and mobilization "amid proceedings"

On August 2, 2025, NABU and SAP released information about large-scale corruption in procurement of UAVs and electronic warfare systems for the Armed Forces of Ukraine: for concluding contracts at inflated prices, scheme participants received 30% of the contract sum as unlawful benefit. Among the suspects are Haiday and "Servant of the People" MP Oleksii Kuznetsov. The same day, the Cabinet of Ministers dismissed Haiday from his position. On August 4, the High Anti-Corruption Court arrested Haiday for 60 days; the court set bail at 10 million UAH. The High Anti-Corruption Court appellate chamber upheld the preventive measure. In November 2025, Haiday stated that he was mobilized into the Armed Forces of Ukraine amid ongoing criminal proceedings. Meanwhile, journalists revealed that he concealed elite real estate registered to his civilian partner Anastasiia Sudovtsova.
