Kharkiv energy manager, "long-time business partner" of Oleksiy Belotskyi

Ukrainian energy sector manager from Kharkiv, married, three children. Worked in various positions in energy companies of Kharkiv and the region — first deputy technical director of JSC "Kharkivoblenergo" and chief engineer of "Kharkivenergozbut"; also held the position of director of city electric networks at "Kharkivoblenergo." According to his declaration, Harmash's annual salary at "Kharkivoblenergo" in 2020 was about 1.03 million UAH plus approximately 1.24 million UAH in other payments. In summer 2021, he became the first deputy general director of the municipal enterprise "Kharkiv Metro," and on December 7, 2021, Mayor Ihor Terekhov appointed him general director of the metro on a one-year contract. Later, he moved to the Kharkiv City Council as deputy director of the Department of Energy Efficiency. He owns 50% of the private enterprise "Vashchenkivske."

Harmash and "Energy Group"

Harmash is named as a business partner of the new head of the URM Oleksiy Belotskyi, whose return to leadership of "Kharkivoblenergo" he allegedly actively lobbies. The same materials claim that Harmash's wife is a co-founder of the Kharkiv LLC "Estate Energy" along with Belotskyi’s wife, and during his tenure in Kharkiv's energy sector, the city’s municipal enterprises allegedly accumulated over 2 billion UAH in debts, funds from which were reportedly withdrawn through offshore companies.
