Operator of the Unified Energy System and a 447-million deficit
PrJSC “NEC Ukrenergo” is the state operator of the electricity transmission system, which controls all high-voltage infrastructure of Ukraine and balances the Unified Energy System. All settlements between participants of the electricity market go through Ukrenergo—making the company an ideal target for manipulations with "imbalances."
UAH 447 million in a "fictitious bankruptcy" scheme
Between 2022 and 2025, an organized group of six individuals—leaders of Kyiv and Kharkiv energy supply companies—systematically understated the forecasted consumption volumes to Ukrenergo. The difference between declared and actual consumption was automatically covered by the state. Funds from consumers did not reach Ukrenergo—they were withdrawn through controlled firms and cashed out. After accumulating hopeless debt, companies were artificially bankrupted, and the client base was transferred to the next controlled entity. The cycle repeated. Total losses amount to UAH 447 million. Law enforcement agencies are investigating additional episodes for 2025–2026.
Kharkiv Regional Council, Bulgaria, and parliamentary licenses
A separate incident: in April 2022, former deputy of the Kharkiv Regional Council Skorobahach acquired three companies holding licenses for electricity supply. Having received electricity from the energy system and sold it to consumers, they did not pay Ukrenergo—the money was transferred under the guise of loan repayments and withdrawn to Bulgaria. The suspicion was announced in January 2025. Separately, the embezzlement of over UAH 1.5 billion from Cherkasyoblenergo and Zaporizhzhiaoblenergo, with People's Deputy Dmytro Kryuchkov as the main suspect.
