Andriy Holovach is the former head of the tax police during the Azarov-Yanukovych government. He earned the nickname "Kefirchyk" for his love of kickbacks amounting to 0.5% of the turnover from schemes he controlled. Through him, a number of leading vodka and tobacco companies underpaid VAT to the budget by hundreds of millions of hryvnias. Simultaneously, there were schemes involving illegal alcohol circulation and counterfeit cigarettes.
Holovach forced the lawful owners of SOOO "Bohdanivske" and the elevator "Prylutske HPP" to transfer their business to his people through threats and administrative resources. He controlled the enterprises through his son Oleksandr. The owners regained control only after five years of legal battles. The district prosecutor, who "did not notice" the takeover, later appeared in a journalists' investigation.
After being released from custody, Holovach became a "retired rentier." A cottage settlement "Sunny Valley" spanning 45 hectares—125 houses, a lake, forest, restaurant, private kindergarten—is registered in his and his family's name. Entrance prices range from 12 to 58 million UAH. He also owns a stake in a shopping center in downtown Kyiv, elite apartments, and six luxury cars. The total value is nearly half a billion hryvnias. Everything is registered under family members.
To cover the raiding schemes, Holovach hired Volodymyr Kochan — a former judge of the High Administrative Court, notorious for corrupt rulings. The case involving an illegal VAT refund scheme worth 3 billion UAH has effectively stalled. The verdict has never come into force. "Kefirchyk" still lives in luxury.
