Button pressing and road repairs with 6 million state funds near the wife’s restaurant

People's Deputy of the VIII convocation from "Batkivshchyna", majority district in Kropyvnytskyi. Member of the Budget Committee of the Verkhovna Rada. During work in the Budget Committee, he lobbied the allocation of 6 million UAH from the state budget for road repairs in Kropyvnytskyi: the final list "coincidentally" included streets near his wife's restaurant "Tykha Haván" — although the original list contained other street names. After the release of a journalistic report, he filed a lawsuit against the TV company TTV demanding removal of the material and also sued a city council deputy and the publication "Nashe Misto i Selo" demanding 100,000 UAH in compensation for moral damages.

Undeclared car and involvement in anti-corruption investigations

In his declaration, he "forgot" to indicate the purchase of a car worth over 2.5 million UAH — the following year he added it to the report. "CHESNO" records Horbunov as a button presser and a figure in anti-corruption investigations; the deputy’s district received the largest funds for "social and economic development" in the Kirovohrad region.
