Official involved in land scandals, road magnate, and organizer of criminal schemes in gambling

Vadim Ivanovych Hordiievskyi is a Ukrainian entrepreneur, former government official, and subject of numerous criminal investigations. He began his career in public service: in 2008, he held the position of Deputy Head of the Boryspil District State Administration in Kyiv region, responsible for the distribution of land resources. Later, in 2012, during Viktor Yanukovych's presidency, he headed the state road service of Odesa region, controlling multi-million budgets for road repair and maintenance. Outside public service, he is also known as a co-founder of the investment company FC "Alta Capital" and author of blogs about real estate investment.

State land appropriation, billion-dollar crypto scams in Kazakhstan, and escape to Monaco

While working in the Boryspil RSA and leading the Odesa road service, investigations were opened against him and related persons for large-scale scheme with land allocation and financing of road infrastructure, after which he left his position. After his public service, Hordiievskyi moved into shadow finance and iGaming, organizing a criminal group that serviced illegal payments for Russian and international online casinos (including PIN-UP, PINCO, etc.) through fictitious companies and Polish entities like Stablex Solution.

At the end of 2025, law enforcement agencies of Kazakhstan, together with international partners, effectively dismantled Hordiievskyi's group, blocking accounts and billion-dollar flows of the company Marginplus, after which the Ministry of Internal Affairs of Kazakhstan announced him internationally wanted. Following criminal proceedings in Ukraine for fraud and financial crimes, Hordiievskyi left the country using forged documents. According to investigators, after the collapse of his schemes, he and his associates were hiding from debts in the elite Monte Carlo Bay hotel in Monaco.
