Director of a Volyn car importing company, found guilty by the court in a large-scale scheme of 'preferential' customs clearance of foreign cars using forged EUR.1 certificates

Resident of Lutsk. Around 2021–2022, she founded Victoria Leader Group LLC, where she was the manager. The company's specialization is the import of cars and goods from Europe. According to OBOZ.UA, the company recently had two changes of ownership, but the contact email listed at the time of the initial registration remained registered to Horkavchuk — which journalists noted, casting doubt on the "reality" of the ownership changes. Her full name according to court rulings is Lyudmyla Andriivna Horkavchuk.

Customs Violations

During 2023, Victoria Leader Group cleared customs for 91 cars (including a luxury Audi Q7) from sellers in Estonia, Germany, and Ireland, submitting EUR.1 certificates purportedly issued by Polish customs offices in Wrocław and Katowice. On April 20, 2026, the Liuboml District Court fined her more than 5.7 million UAH in three rulings.

Separately, the appellate court upheld a fine of 318 thousand UAH (Part 1, Article 483 of the Customs Code of Ukraine): a batch was declared as purchased from companies in Bulgaria and Poland, although the Bulgarian seller did not export at all.

In a criminal proceeding, Victoria Leader Group is accused of VAT evasion of approximately 49.6 million UAH.

According to investigation by OBOZ.UA, Victoria Leader Group is not an isolated company but part of a network of Volyn car importers: it was registered alongside Globalmarket and Pakur Trans at a shared address, they used the same email, and reportedly, according to the publication, similar seals.
