Volyn-based car importer from Lutsk involved in a series of customs scandals

A limited liability company registered in Lutsk. According to OBOZ.UA (citing the Unified State Register), the company was founded about four years ago by Lutsk resident Lyudmyla Andriivna Horkavchuk, who was its director; until 2021, the company was registered at Lutsk, Chopin Street, 22A. The business profile is the import of cars and goods from Europe. The company recently changed owners twice, but the contact email listed at initial registration remained registered to Horkavchuk—which raised journalists' suspicions about the "reality" of the ownership changes. According to the same investigation, "Victoria Leader Group" was registered at the same address and with the same email as related companies "Globalmarket" and "Pakur Trans", even sharing company stamps.

Mass import of foreign cars with forged EUR.1 certificates, part of a network of auto importers linked to tax evasion schemes

During 2023, the company cleared customs on 91 vehicles (including a luxury Audi Q7) from sellers in Estonia, Germany, and Ireland, submitting EUR.1 certificates allegedly issued by Polish customs offices in Wrocław and Katowice; on April 20, 2026, the Liuboml District Court fined the director a total of over 5.7 million UAH with three rulings. Separately, the appellate court upheld a 318,000 UAH fine (case No. 163/2430/25, Part 1, Art. 483 of the Customs Code of Ukraine) for a shipment of sauces and crackers declared as purchased in Bulgaria and Poland, although the Bulgarian seller did not export the goods.

In criminal proceeding No. 463/5363/24, "Victoria Leader Group" is charged with VAT evasion of approximately 49.588 million UAH, and the related "Globalmarket" with about 145.5 million UAH. According to investigators, these firms deliberately seek to drag cases into the "eternal" criminal proceedings of the State Bureau of Investigations (over two years, making the payment of fines avoidable), and in response to media inquiries, the company replied with threats of lawsuits and complaints to the National Council.
