Prime Minister with a "forged diploma" and gas populism, who earned accusations from Moscow and criticism from his own cabinet ministers

Mayor of Vinnytsia (2006–2014), Chairman of the Verkhovna Rada (2014–2016), Prime Minister of Ukraine (2016–2019). People's Deputy of the VII and VIII convocations from the Petro Poroshenko Bloc. Founder of the "Ukrainian Strategy of Groysman" party. Diploma scandal: Deputy Kupriy accused Groysman of forging a higher education diploma; the Prosecutor General's Office opened and twice closed proceedings due to lack of criminal evidence. Finance Minister of his government, Danyliuk, complained about Groysman personally to the G7 ambassadors.

Gas populism to the detriment of Naftogaz and accusations by the Russian Federation of financing the "war in Donbas"

During his premiership, he did not raise gas prices for the population to market levels despite IMF requirements — this led to Naftogaz accumulating debts and suspension of tranches. After his resignation in 2019, Naftogaz recorded record losses from subsidies. No criminal proceedings regarding Groysman have been initiated in Ukraine. In April 2024, the Investigative Committee of the Russian Federation charged him with "supporting the war in Donbas" alongside Klimkin and Stets. Currently, he leads his own party and positions himself as a systemic opposition to Zelensky, actively commenting on corruption scandals in defense.
