Button-pressing without shame
A deputy of the Kharkiv City Council of the VI and VII convocations. Since 2015 — head of the administration of the Slobidskyi district of the Kharkiv City State Administration. Illienko is one of the most well-known and scandalous Kharkiv officials. He is notoriously known as a button presser: violating the law right in front of television cameras, without shame in front of numerous journalists. Local media and social network users noted the impudence with which he treated voters.
Eviction of a family with young children
In 2017, Illienko became infamous through high-profile court cases: local media published materials stating that the deputy had for many years tried to evict a family with young children.
Kernes' party and district under control
The head of the Slobidskyi district administration is simultaneously a deputy from the "Kernes Bloc." The combination of executive and representative power in one person's hands at the district level is a classic scheme of concentration of influence in Kharkiv's municipal machine of Kernes.
25 million UAH in contracts for his own company
In spring 2020, the Kharkiv Anti-Corruption Center established that companies affiliated with Illienko received contracts totaling about 25 million UAH. The company he founded, "Azimut," received the right to perform 29 contracts from district departments. The head of the district administration was awarding contracts to his own company—a classic "client ordering from himself" scheme.
