MP from OPZZh originally from Belarus

Born on August 30, 1967, in Rechytsa, Gomel Region, Belarus. Graduated from the Leningrad Higher Military Engineering and Construction School. Member of the Verkhovna Rada of the IX convocation from the banned OPZZh party. From 2007 to 2015, Deputy Minister of Regional Development and Construction. Supervisor of the construction of defensive structures in Donetsk and Luhansk regions.

151 million UAH in cash — 1.5 tons of banknotes

In 2013, declared an income of 20 million UAH of unknown origin — despite having held government positions his entire life and never being engaged in business. In 2019, declared cash totaling 151.34 million UAH: 17 million UAH and $5 million. The weight of just the one-hundred hryvnia banknotes would be 1.5 tons.

NABU: suspicion regarding 8 hectares of land in Kyiv

On March 10, 2023, NABU and SAP notified Isayenko of suspicion in the attempted seizure of an 8-hectare land plot in Kyiv — together with former Deputy Head of the Verkhovna Rada Bagdasaryan.

Undermining e-declaration and voting against restoring the register

Isayenko is one of 47 MPs who submitted a petition to the Constitutional Court of Ukraine, which in 2020 effectively blocked the e-declaration system in Ukraine. Did not vote for restoring the open register of declarations after it was closed. On July 22, 2025, voted for Law No. 12414 on subordinating NABU and SAP to the Prosecutor General.
