Reformer-"effective manager" — with seven years in Akhmetov's empire behind him

Born in 1984 in Kyiv, financier (KPMG → Dragon Capital). From 2012 to 2019 — investment manager at SCM of Rinat Akhmetov, responsible for the transport sector and sitting on the supervisory boards of the group’s key assets — Lemtrans and Portinvest. Afterwards — own agribusiness (Grano, Latifundist Media) and the Fortior fund. In 2021, he headed Ukrzaliznytsia; in 2023, became Minister of Strategic Industries; currently — advisor to the president on defense production. A rocket career.

"The state monopoly was headed by a former employee of its largest client"

This is the essence of the Akhmetov trace: when Kamishin managed Ukrzaliznytsia, its largest client was Akhmetov himself — Metinvest and DTEK accounted for over a quarter of the state company's freight turnover. And the monopoly was managed by a team of managers coming from SCM structures. Critics (including Nashigroshi) called this a failure of de-oligarchization and reproached Kamishin for certain tender decisions favoring "his own" (such as the purchase of fasteners for UAH 223 million). There are no suspicions or cases against him — but "Akhmetov's man at the head of Ukrzaliznytsia" sounds like a conflict of interest by definition.
